I wouldn't consider it that bad a plan, as these things go. Compared to some Fallout is Dragons shenanigans, this was actually kind of clever. But, alas, sometimes secret knowledge wins out.
Really, the cupcake delivery was just another case of Weaver's knack of making crazy, poorly-thought-out plans, and then pulling them off with foolish luck (can't call it dumb luck when Javolt's supposed to be a genius :P) and a bit of stubborn drive.

I got the impression that Elusive wasn't really *evil*, just a really good rogue.
My personal theory is that Elusive is actually a name Celestia has been using to quietly control the organized crime in Equestria without anyone being the wiser...

Given Pinkie's knack for intuition, almost a sense she, Pinkie, has, I would bet the GM is quietly grinding teeth while trying to fiddle the background info...
No no... vice versa. He's now realized that Rarity is on to him. If he's smart, he'll take her as an ally... but in all likelyhood, he will treat her as a rival.
Except he is very likely to be a bad guy. They won't like that. Rarity might go with, for the sake of dramatic narrative, but even RD is probably gonna say 'Ummm... nope'.
Besides, we've seen what happens in the episode. We need angry Flutters to barge in.
