DM: Oh no, not at all. If you're not careful, you can leave the residents fully exposed to the sun's heat with no coverage. Or you can smash a bunch of mountain wind currents down into the valley to create an ice storm. Granted, these are extreme scenarios.
Rarity: I'm a little more impressed with Rainbow's day job now. And slightly concerned that she has this power over us.
Rainbow Dash: Yep, just pay regular tribute to your local all-powerful weather god and every day will be perfect.
DM: That is exactly why there are schedules and regulations.

Just look at Rainbow Dash's house she is mega loaded. Probably the richest early on, and only falling to second place after Rarity business starts expanding.
My theory is that it's because Tank can fly. Like, even though it's through a gizmo, that's just how this universe works. You're capable of personal, self-willed flight? You can stand on clouds. I theorize that Pinkie Pie can actually cloud walk as well due to her gyrocopter, but doesn't in order to not hurt Dash's feelings.
My head canon us been that she does cloud architecture as a hobby and saved a bundle by making her own house. Probably started a lot smaller and built up/redesigned over time. Dash doesn't talk about it because it's not 'cool' (also she may not have the right certification as a drop out)...
Eh. Applejack's family has all that land for their farm, and lots of customers. Applejack's wealth may be invested in her farm, and largely being managed for her, but it's there.
At the start of this arc (before the cutie mark swaps), I'd say that from richest to poorest, it's Applejack, Rarity, Rainbow Dash, Fluttershy (counting donated things that are under her control, even if they're not coin and she might not think of them as "hers"), Pinkie Pie (who is not technically running her own bakery yet), and Twilight Sparkle (only counting her personal material wealth, not including the royal favors she's been building up), though a case could be made to swap Pinkie and Twilight.
The book money is *spent*, though, and second-hand books are worth a lot less unless they're super rare. It's more of a collection than a hoard, even with a dragon guarding it.
It depends on how Equestrian higher education system is funded. If it's anything like US, Twilight's net worth is probably negative because of her student loans. But on the other hand her PI is an absolute diarch and can probably just bail her out...
When your benefactor literally controls the sun, she can pretty much bend and break the rules all she wants... Looking at it realistically, you can not actually threaten Equestria... Just make the sun linger over you kingdom a little too long, a little too close, and your entire existence is now a scorched desert, specially if she has fine enough control with solar flares...
Telling some bookkeeper that her student depts are forgiven really should not be a issue, what are you going to do, sue her?
Celestia is earnestly more goddess then monarch, I am a little bummed that no one REALLY got into the importance or meaning of her CONTROLLED THE FUCKING SUN in the show... Other then the implications the celestial bodies won't move without them, and somehow didn't move before Unicorns started doing so...
If you don't mind, could you point me toward actual evidence of that? I've seen that being claimed since I first found the fandom, but I don't recall anything canonical other than 'the younger sister raised the moon to bring the night'. I would appreciate seeing where the claims of Luna controlling the stars are grounded.
She is not actually rearranging the distant stars. She is "only" controlling the light from distant stars. I think she is either using pressure fluctuations in the atmosphere, or dark matter. The former is more plausible, but the latter better fits her night/darkness theme.
While Twilight no doubt added a lot of her personal books to the library, remember that the tree /is/ Ponyville's Library -- so probably funded by local taxes. Twilight's spending money may be from a cost-of-living stipend/scholarship from Celestia's school, and maybe "Librarian" pay from the tax-based library budget (and that too may not be too big given that the tree acts as Room&Board)
I remember that Applejack tried to sell Apple Dishes in the Great Gallopin Gala to pay for a new hip for Granny or something, so I don't think she have that much money
Low free/spending cash, but high net worth for the LAND (If one can trust Granny Smith, Ponyville itself grew AFTER the Apple family farm was started -- how many acres /is/ "Sweet Apple Acres" (are Zap Apples sweet?)
