Cozy Glow's villainous monologues have to be some of the best. She'd have been twirling her moustache if she had one.

I think Chryssy had classic villain monologues in both the Season 2 and Season 6 finales.
-Unicorns can cast again.
-Pegasi can fly.
-Artifacts power back up.
-Earth ponies
-Magical beasts regain their properties.

Didn't feel like logging in. Anyway, I will reiterate my off-stated soap-box. It was bonkers of the Princesses to put a CHILD in TARTARUS, their maximum-security prison where they don't even have sentient guards. It's not as if she nearly destroyed the world because of an innate ability like Tirek. Him I can understand being sent there as he NEEDS to be away from any source of magic. Cozy Glow just needs some parental discipline, maybe a year at juvi. The latter seems to be a foreign concept to Equestria, but that's another story.

They have a lack of options in Equestria. What makes Cozy Glow a threat isn't magical power. She's a natural manipulator. She makes the Flim/Flam brothers look like rookies by comparison. Worse, she's entirely willing to weaponize her allies if it suits her purposes. Tartarus is a bit overkill, but I don't think they really have a way of dealing with someone like that.
While I was typing this, a scene occurred to me. Strong elements of "A newspaper solves everypony's problems," from over on the Fimfic site.
Neighsay: "Despite it all, she is still a child, and needs *guidance.* I know we lack someone trained in reclaiming young ladies with a talent for supervillainy..." <pauses and looks thoughtful.> "Princess, Celestia, what about your *former* student?"
Celestia: <On her throne, reading a report, and paying the conversation about half the attention Neighsay would like, and glances up often.> "Who... Sunset?"
Neighsay: "Yes, that's the one. I've been given to understand she's reformed her ways, and become something of a teaching prodigy in whatever realm she fled to back in the day. Do you suppose we could put this tiny terror in Sunset's care, and entrust her to undo the damage? I understand magic is limited there, so there should be little if any real difficulty."
<Pauses, and glances over his shoulder as a red glow advances from somewhere behind him.> "Ah... What's that?"
Celestia: <Peers over the report and smirks. "That? Oh, that would be Sunset with a newspaper, Chancellor Neighsay."
Neighsay: "A newspaper?" <looks bewildered.> "I'm afraid I don't understand.
Celestia: <beatific smile on her face.> "Trust me, Chancellor, you're about to..."

It's pretty clear in the stories that Sunset is mostly taking ponies to task for foisting their problems on other people, and refusing to take responsibility for fixing their own problems. Starlight, with magic abuse, and others, for dumping problems on other ponies. Neighsay is just doing the same thing.
