The serpent's scale lead to her being made the Bearer of Generosity, which brought her to Elusive's attention, which prompted him to try and court her, which touched off the fight that brought down the theive's guild.
I think he's deliberately interpreting it as Rarity lopping off half of her tail was the seminal incident towards the downfall of Thieves' Guild as she knew it at the time.
The events that followed: her fraying relationship with the Guild, her being blacklisted, and the arrest of Elusive were all a consequence
She used the scale to cut her tail and used that to repair a sea serpents mustache. Which lead to her earning the Element of Generosity. Becoming the Bearer of Generosity she caught Celestia's attention. With Celestia's attention the Thieves Guild blacklisted her. Which lead her to become depressed, Twilight in order to cheer her up decided to help her marry a prince. The prince turned out to be the Thieves guildmaster and revealed that he blacklisted her to get her to marry him. This had her become so eraged that she beat him down and revealed his affiliation to Celestia. Celestia took over the Thieves Guild.
It occurs to me that Celestia didn't actually dismantle the Thieves Guild, she was just going to slowly repurpose it into something else. I think.
Called him Balthazaar I did. Said this lesser god had been watching the party the entire time, taking note of their accomplishments in the hopes they would restore justice but that was to the players ears alone and they did shortly forget.
Really, Discord isn't wrong, especially with Applejack. She metagames whenever it suits her, and justifies it in such a way that the DM technically can't do anything about it. Even when there's no reasonable explanation for her to do the things she does, such as the fracas with the Diamond Dogs, she sums up her feelings on the matter as "Hah no, screw your ambush" and does it anyway, much to the frustration of the DM. The DM must be INCREDIBLY patient, because that kind of metagaming malarkey would have gotten AJ booted from the table ages ago with any other DM at the helm.
